The Scranton city council approved a budget amendment at its May 13 meeting. The library construction was the basis for the amendment, but the council discussed an increase in salaries along with providing instruction on how to properly account for grant revenues and expenditures with library personnel.
Maggi Abernathy gave the monthly library report, giving an update on the construction of the new facility, purchases from grant funds and open seats on the board of trustees. She advised the council she has submitted her resignation as library director effective June 30.
D J Byerly presented the monthly water and maintenance report. Items discussed included street maintenance, no parking signs, the wastewater agreement with Scranton Manufacturing, storm drainage, a hole at Pond Park, trimming trees and spraying.
Rodney Walker and Cheryl Robson reported for the Community Center board. They mentioned the gym floor cover, lighting project and a grant for art work.
Randy Winkelman gave a Betterment update, discussing the library open house, swim bus, fish restocking and an August Fun Day. Reseeding wild flowers at Pond Park is a topic for further discussion.
Bob and Joyce Ausberger provided information to the council regarding the Lincoln Highway Association and the upcoming Lincoln Buy-Way five state yard sale planned for Aug. 7-9.
The council approved a bid of $16,913.30 from Blacktop Service Company for patching and seal coating. The bid of $2,100 from Mosquito Control was approved.
The Iowa DOT Access Connection / Entrance Permit for Scranton Manufacturing was approved.
A transfer of $100,000 from the library money market account to the capital improvement fund was approved.
The council scheduled a public hearing for Tuesday, June 10, at 6 pm. The 2014 Code of Ordinances for the city will be reviewed.
Dust control services will be applied to Moulton and Eleventh Streets.
A discussion on the emerald ash borer was tabled. ~The Scranton Journal
